If I keep noxious, poisonous substances such as cleaners or gasoline in my garage or around my house, I educate my children not to ingest them and never touch them. Why are certain foods any different, if consuming them will produce equally catastrophic results?

One difference is that your child isn't likely to be next to another child who is eating cleaners or gasoline for lunch at school. The neighbors are not likely to have a snack tray on the coffee table filled with dishwasher detergent tablets or to offer your child a homemade desert topped with noxious poisonous substances. Educating our children is not enough as your question makes clear.
